Project & Safety Manager

U.S. Navy veteran and OSHA-certified leader with 20+ years in construction, roofing, and operational safety. Oriam has overseen more than $100M in completed projects across Southwest Florida, bringing military precision and solutions-driven leadership to every phase of Ocean Pad development.

David Maile

Director of Planning, marine Integration & Systems Strategy

Urban planner and systems strategist with experience spanning aviation operations, federal safety initiatives, marine design integration, and long-range planning. David plays a key role in aligning Ocean Pad platforms with vessel systems, catamaran integration, and regulatory feasibility.

Jack L. Bowersox

Principal Architect & Regulatory Approvals Authority

Nationally recognized architect and approvals expert responsible for overseeing all local and national regulatory approvals governing the design and construction of Ocean Pad structures.

William Q. Jackson

Personnel & Logistics Manager

Operations and logistics professional overseeing personnel coordination, inventory control, contractor management, and warehouse systems. Brings extensive experience in worldwide logistics, OSHA-compliant operations, and concrete waterproofing treatment products and applications critical to Ocean Pad deployment and staging.

Jaime Bestard

Mechanical Systems & Bioprocess Engineering Specialist

Doctorate-level Mechanical Engineer with expertise in kinematics, thermodynamics, fuels and lubricants, and advanced system design. Provides critical insight into bioreactor design for nutritive biomass, plant layout optimization, durability analysis, and energy-efficiency modeling for Ocean Pad’s closed-loop systems.

Agricultural Production & Aquaponics Specialist

Agricultural production specialist with over four years of experience in resource development and management. Leads Ocean Pad’s food-system strategies through permaculture-based aquaponics, hybrid crop development, and multi-climate farm operations spanning California, South Dakota, Southwest Florida, and Michigan.
